  1. CPEC Framework & Methodology: An integrated, holistic, consultative, and coordinated framework and a scientific methodology for the success development of CPEC still needs to be formulated.
  2. Make CPEC Authority: A high-level CPEC Authority consisting of high-integrity statesmen and sectoral experts needs to be set up for directing the work under CPEC.
  3. Phasing of CPEC: CPEC development has to be multimodal and phased properly.  From 2016 till 2030, three distinct phases of CPEC development can be outlined. Each phase should consist of key projects targeting infrastructure, both physical and social, as well as projects focused on human development. Each phase should prioritise rapid sequential development of underdeveloped regions of Pakistan.
  4. Study China Seriously: Developments in China that are relevant to One Belt One Road and CPEC should be studied closely. CPEC Policy Thinking in Pakistan cannot afford to remain oblivious to such developments.
  5. Understand OBOR and CPEC Economic Model: There is a need to understand the economic model underpinning One Belt One Road and CPEC to ensure CPEC’s successful development.
  6. Advanced Energy Grid Creation: Pakistan needs robust, integrated, and advanced national energy grid creation based on cheap source of power for rapid economic growth.
  7. People First CPEC Model: CPEC model should be a people first model. It should be participatory and horizontal.
  8. Economic zone and hub development, new urban center creation, and establishment of science parks under CPEC should be based on a correct assessment of Pakistan’s growth needs.
  9. Smart Cities: New Urban Center Creation should be the development of Smart Cities Creation as the preferred mode of concentration of talent and innovation.
  10. Fix Chronic Demographic Mismanagement: CPEC Planning and Development should include plans to deal with chronic demographic mismanagement of Pakistan.
  11. Efficiency and Innovation Gains: Both efficiency gains and innovation gains should be made through development of CPEC.
  12. Skills Transfer and Creation: CPEC should contain an active component of transfer and creation of skills in Pakistan.
  13. Turn Human Resources into Human Capital: Human resources should be transformed into human capital capable of performing complex tasks required of advanced workforce in the 21st century.
  14. Encourage PPP Model: Public Private Partnership model based on local cultural understanding should be promoted for CPEC projects.
  15. Create New Organisations: Various new organisations related to different aspects of CPEC Development need to be set up.
  16. Diversification of Pak-China Relations: Pak-China Relations should be progressively diversified to initiate and include intensive cooperation in all walks of life.
  17. Comprehensive Security Framework: A bilateral comprehensive security framework should be formulated that is dynamic and flexible enough to deal with various kinds of conventional and non-conventional security threats.
  18. Intensify Cultural Cooperation and Create Civilizational Harmony: Maximum cultural interaction between Pakistani and Chinese peoples should be promoted which means CPEC development should include regular and increased cultural interaction activities. 
  19. Expanding the China-Pakistan Community of Common Destiny: China-Pakistan Community of Common Destiny should be expanded to include Russia and it can become China-Pakistan-Russia Community of Common Destiny.
  20. Avoid Unrealistic Expectations: Euphoric and unrealistic expectations from CPEC should be avoided.
  21. Encourage Increased Role of Universities and Think Tanks: The role of universities, think tanks, and policy centers need to be heightened in development thinking and active cooperation should be promoted between Chinese and Pakistani universities like PKU and NUST and their associated think tanks. This inter-university cooperation is vital for creating the blue-print for sustainable China-Pakistan cooperation in the long run.
